Adnan Toric, an associate in Cohen Milstein’s Whistleblower practice, represents whistleblowers in qui tam actions brought under the False Claims Act against corporations that engage in fraud that causes economic harm to federal and state government programs.
Prior to joining Cohen Milstein, Adnan served as a law clerk to the Honorable David L. Bunning, in the United States District Court for the Eastern District of Kentucky. During his clerkship, he assisted Judge Bunning with five jury trials.
During law school, Adnan served as an editor for the Berkeley Journal of International Law and the Berkeley Journal of Middle Eastern and Islamic Law. He was also chair of the Academic Empowerment Program at Berkeley Law School’s Coalition for Diversity, where he organized a networking and academic success enrichment program for approximately 60 first-year law students from diverse backgrounds.

U.S.A. v. RegalCare False Claims Act Litigation
U.S.A. v. RegalCare False Claims Act Litigation (D. Mass.): Cohen Milstein represents the whistleblower in a FCA case against a skilled nursing management company, RegalCare, and its affiliated companies and executives, alleging that they systematically overbilled Medicare and Medicaid for years. Allegedly, during just three years, RegalCare received nearly $260 million in reimbursement for claims that were billed at the highest-level of therapy services. On February 18, 2025, the United States and the Commonwealth of Massachusetts intervened in the case with the filing of their own complaint.
Veterans Guardian FCA Whistleblower Litigation
U.S. ex rel. Carico v. Veterans Guardian VA Claim Consulting, LLC, et al. (M.D.N.C.): Cohen Milstein represents the relator, a whistleblower, in this qui tam lawsuit on behalf of the United States of America against Veterans Guardian VA Claim Consulting, LLC, its two co-founders, Scott Greenblatt, CEO, and William Taylor, COO, and Gregory A. Villarosa, Ph.D., for violations of the federal False Claims Act. The relator claims that the defendants conspired to submit thousands of fraudulent mental health disability claims to the U.S. Department of Veteran Affairs.
